The International Criminal Court (ICC) confirmed on Monday, May 11, that it issued a warrant of arrest against Senator and former Philippine National Police (PNP) chief Ronald “Bato” dela Rosa.
This comes after Dela Rosa appeared at the Senate on Monday, after months of being away from the public eye. He has been absent at the Senate ever since Ombudsman Jesus Crispin “Boying” Remulla said in November 2025 that a warrant was issued against Dela Rosa.
The warrant is dated November 6, 2025 — matching Remulla’s pronouncement. An independent high-level source earlier told Rappler that the ICC indeed issued a warrant against the former PNP chief.
Dela Rosa was earlier named as one of Duterte’s indirect co-conspirators in his crimes against humanity case.
According to the ICC Pre-Trial Chamber I, it found reasonable grounds to believe that Dela Rosa used his position as Davao City police chief under Duterte “to enable DDS killings and to conceive and implement a style of police operations referred to as ‘Tokhang’, in Davao City and later implemented these operations nationally.”
