Currently, any disposition of a digital asset, including spending a stablecoin that has not moved in price, can technically create a taxable event requiring record-keeping and reporting.

The friction Coinbase identifies is practical: a consumer buying coffee with stablecoins must currently track cost basis, calculate any gain or loss (however negligible), and report it at tax time.
